Job title: Director of Development Qualis Group Limited (QCL)
Reporting To: The Managing Director of Qualis Commercial Limited

Purpose of Role:

To support the MD of Qualis Commercial Ltd and manage the development of Commercial, Residential and Mixed-Use Projects from inception through to practical completion, working closely with colleagues, external consultants, the Qualis Group Board and its shareholder Epping Forest District Council.

Key Areas of Responsibility:

  1. To assist the MD in project feasibility analysis, business plans and reporting.
  1. Assist the MD in the development of a capital budget, development appraisals and cash flows for each project.
  1. Sourcing, negotiating terms and appointing suitable professional disciplines and contractors for each project to ensure successful delivery and monitoring subsequent performance.
  1. Identify options for meeting key project objectives throughout the development process and manage multiple projects simultaneously.
  1. Assist and engage with the local planning authority at the relevant stage in individual project's development to secure appropriate and implementable planning consents and associated S106, S278 and other planning related agreements.
  1. Ensure collaborative working relationship with senior colleagues across the Group, to ensure knowledge sharing across all development projects.
  1. Assist the MD and external consultants in marketing projects to secure pre-lets and/or pre-sales of commercial units.
  1. Assist the MD in developing an operational model for residential apartments and family houses on a build to rent model, market to secure advance lettings and work with Qualis Living (the Councils Investment Company) to generate a stable income model for all assets to be developed.
  1. To assist the MD in the identification, appraisal and purchase of new opportunities within the scope of the Company’s remit to meet its longer-term business objectives of delivering a sustainable and profitable development company.

Core Company Responsibilities:

  1. To deputise as required for the Managing Director.
  1. To be responsible for the development, implementation and monitoring of Health and Safety policy and practice.
  1. To comply with the Group and the Company’s Risk Management strategies, identifying and mitigating against risk.
  1. Ensuring that Qualis Groups activities are fully Health and Safety compliant and ensuring that all sub-contractors employed by Qualis Management are competent and comply with all relevant Health and Safety Legislation, Regulation and Codes.
  1. Implementing procedures for contract management and administration in compliance with Qualis Group’s policies and for monitoring financial, commercial and operational targets.
  1. Together with the Commercial Director, supervise all staff employed by the Company, including where appropriate interviewing, recommendations for hiring and training of employees, planning, assigning and directing work, appraising performance, rewarding and performance managing employees, addressing complaints and resolving problems.
  1. To comply with Standing Orders and Qualis Group Policy and Procedures.
  1. To ensure that at all times the operations and activities of Qualis Group are carried on in such a way so as not to cause harm to Qualis Group’s reputation nor to embark upon any course of action that might have adverse regulatory implications for the Qualis Board, Qualis Group (as Parent Body), any other member of the Group or EFDC.

Skills and Experience Required:

  • Director level background.
  • Strong track record in commercial property development and project delivery within the private and or public sector.
  • Sound understanding of delivering commercial value from mixed use developments Strong track record in commercial property development and project delivery within the private and/ or public sector.
  • A self-starter, highly motivated, enthusiastic, dedicated and driven to achieve high standards and results.
  • A strategic thinker, able to manage complexity and critically analyse options
  • The ability to assess and understand legal documents including construction contracts, leases, planning and professional appointments.
  • Excellent communicator in both verbal and written format; able to facilitate clear, concise and timely communication amongst others.
  • Comfortable working autonomously but still working within a collaborative team environment.
  • An effective team player who works collaboratively and understands when to ask for help if needed and has an ability to support others.
  • A proven ability to work under pressure.
  • Strong skills in negotiation or persuasion; able to maintain a highly ethical approach.
  • Professional and courteous manner in doing business and dealing with all stakeholders inside and outside the organisation.

Qualifications:

Appropriate professional or trade qualification and extensive experience in the relevant areas.

  1. Leading consultant teams through planning, pre-letting, development, delivery, marketing and leasing.
  1. Site identification for commercial and mixed-use development with good market awareness.
  1. Undertaking feasibility and viability appraisals and brokering land deals.
  1. Preparing Development Briefs, assisting in the preparation of Business plans, programmes, reporting and funding requests.
  1. Overseeing design and planning applications.
  1. Supporting financial analysis, creating development appraisals and profit forecasting.
  1. Ensuring stringent Health and Safety compliance.
  1. Delivering contracts, construction and procurement processes.
  1. Supporting public consultation events and presentations to the QCL Board and Shareholder.
  1. Proven track record of delivering development schemes from initial negotiation, feasibility and planning through delivery to leasing and sales.
  1. Experience of residential, commercial and mixed-use development, ideally with experience of working with public sector stakeholders.
